U.S. Senator Markwayne Mullin (R-OK) raised concerns during a Senate Armed Services Committee (SASC) hearing regarding the delayed transition from the E-3 to the E-7 aircraft within the Department of the Air Force. During the hearing, Senator Mullin questioned Secretary of the Air Force, the Honorable Frank Kendall III, and Chief of Staff of the Air Force, General David W. Allvin, about the impact of the E-7 delays on mission readiness. Mullin highlighted the issue of reduced availability of the E-3 fleet due to maintenance, stating, “Currently, only 50% of the E-3 fleet is available at any given time due to maintenance.” He expressed concern over the projected gap in the Air Force's command and control capability resulting from the delays in transitioning to the E-7 aircraft.

Senator Mullin pointed out the challenges faced by crews at Tinker AFB, noting the difficult decisions they have had to make due to the shrinking fleet. Mullin emphasized the need to focus on building up the Air Force's fleets to enhance deterrence capabilities. He questioned the rationale behind divesting in capable airframes and reducing the number of aircraft in the fleet.

In response to Senator Mullin's concerns, Secretary Kendall acknowledged the efforts of the crews in maintaining operational readiness but highlighted the limitations of the E-3 aircraft in facing current threats. Kendall underscored the importance of transitioning to the next generation of aircraft for enhanced resilience and capability.

Senator Mullin reiterated his concerns about the gap between retiring old aircraft and receiving new ones, emphasizing the need to ensure continuous mission capability throughout the transition. Mullin expressed his willingness to work collaboratively with the Air Force to address these challenges, stating, “I want to work with you to make sure we can stay mission capable.”
