President Donald J. Trump has signed the 9-8-8 Lifeline Cybersecurity Responsibility Act, a bill introduced by U.S. Senator Markwayne Mullin (R-OK), into law as part of the SUPPORT for Patients and Communications Reauthorization Act of 2025.
Senator Mullin expressed appreciation for the legislation’s passage, stating, “I’m grateful to President Trump for his continued support in our critical efforts to strengthen cybersecurity measures for the 988 Lifeline. Suicide is a heartbreaking tragedy, and every life lost is one too many. This bill will keep the lifeline secure to ensure that those experiencing a mental health crisis have access to the resources and support they need when they need it most. Though our bill crossed the finish line today, our fight against suicide and the mission to increase awareness, continues.”
The bipartisan measure was led by Senator Mullin together with Senator Alex Padilla (D-CA). The new law requires coordination between the 988 Suicide & Crisis Lifeline and the Chief Information Security Officer at the U.S. Department of Health and Human Services to prevent cyberattacks and address vulnerabilities. It also mandates that network administrators notify federal authorities about any cybersecurity issues or incidents within 24 hours after detection.
Additionally, the Government Accountability Office will conduct an assessment focused on cybersecurity risks associated with the 988 system.
