Markwayne Mullin, U.S. Senator from Oklahoma, used his Twitter account on August 6, 2025, to comment on Senate rule changes and the ongoing debate over the so-called “nuclear option.” In a series of posts, Mullin referenced historical precedent and current political dynamics regarding Senate procedures for confirming presidential nominees.
In one tweet posted on August 6, 2025, Mullin wrote: “Quick history on rule changes: In 2013, DEMOCRATIC Majority Leader Harry Reid first used the nuclear option to change Senate rules. He lowered the bar to invoke cloture (aka end debate) for advancing all nominations (except SCOTUS) from requiring 3/5 of the Senate to a simple”.
In another post published the same day, Mullin stated: “President Trump is right.
1) Chuck Schumer is terrified of AOC.
2) Trump told Dems to pound sand.
3) We must change Senate rules to expedite Trump nominees/overcome Dem obstruction for good. 1/ https://t.co/vG2Fz9jBpI“.
He continued in a third tweet: “So when anyone tells you Republicans are taking the ‘nuclear option’ with President Trump to change the Senate rules, remind them that DEMS started this in 2013. We’re working through rule change options with the Trump White House to expedite nominees, end the gridlock, and clear”.
The term “nuclear option” refers to changing long-standing Senate rules by a simple majority vote rather than the usual supermajority requirement. In November 2013, then-Senate Majority Leader Harry Reid led Democrats in lowering the threshold needed to break filibusters for most presidential nominations from three-fifths of senators (60 votes) to a simple majority. This move excluded Supreme Court nominations at that time but set a precedent for future changes in Senate procedure.
Debates over further altering or using this procedural tactic have continued as both parties seek ways to advance their legislative and executive agendas amid increasing partisan gridlock in Congress.
