US Senators James Lankford and Markwayne Mullin, along with US Representatives Stephanie Bice, Frank Lucas, Tom Cole, Kevin Hern, and Josh Brecheen from Oklahoma, have announced the passage of S. 2293. This legislation designates the post office at 201 West Oklahoma Avenue in Guthrie, Oklahoma as the “Oscar J. Upham Post Office.” The bill was signed into law by President Donald Trump on December 18, 2025. Identical legislation was introduced in the House by Representative Bice.
Senator Lankford stated: “It’s been a privilege to lead the Oklahoma delegation in honoring Oscar Upham, an Oklahoman who exemplified service both on the battlefield and here at home in Guthrie. His courage in defense of our nation and his lifelong commitment to his community are worthy of commemoration.”
Katharine Hayes, a descendant of Oscar Upham, said: “125 years after receiving the Congressional Medal of Honor, it is humbling to have our great-grandfather Oscar Upham honored this way. Oscar was just 17 years old when our family came to Guthrie, Oklahoma, on April 22nd, 1889, in the land run. He joined the Marines at 25 and after his historic military service, returned to Guthrie where he served his community in several ways, most notably retiring from the postal service after 34 years. This dedication of the Guthrie Post Office will ensure his legacy of bravery, duty, and love of country lives on for generations to come.”
Oscar J. Upham received the Congressional Medal of Honor on July 19, 1901 for actions during combat in Peking (now Beijing), China between July and August 1900. After completing his military service he worked as a mail carrier in Guthrie for over thirty years until his death in 1949.
